Lt.Col. Robert P. Hartigan has more than 25 years of CAP experience in cadet programs and aerospace education, both as a cadet and senior member.

As an Ohio Wing cadet, he completed the cadet program with superior performance
and attained the Gen. Carl A. Spaatz Award. He served as the chairman of the Ohio Wing Cadet Advisory Council and as the 1991 cadet encampment commander, and was awarded the Meritorious Service Award for his work in the executive phase of the cadet program. As a senior member, he served as a Great Lakes Region cadet program development officer and was later promoted to deputy chief of staff for cadet programs. His previous assignments include group deputy commander and Ohio Wing director of cadet programs. Currently, Col. Hartigan is the Florida Wing deputy chief of staff/support, responsible for personnel, property management, information
systems and public relations. 
 
Col. Hartigan is a CAP pilot. He is a graduate of the CAP Instructor Course, Great Lakes Region Staff College and National Staff College. Col. Hartigan completed Level V in the professional development program with a master rating in cadet programs and has earned the Gill Robb Wilson Award, Civil Air Patrol’s highest professional development award. 
 
Col. Hartigan is a former member of the Ohio Air National Guard, where he served with distinction as a meteorologist attached to various Army units. He is a past owner of a fixed base operation and flight school and was awarded the Aviation Support Services Safety Award by the National Business Aviation Association.

Col. Hartigan holds a bachelor’s degree with honors in management from Indiana Wesleyan University.
