Chief of Staff, Florida Wing, CAP
Major David L. Leach is the Florida Wing Chief of Staff (COS). The COS is the commander’s principal assistant for directing, coordinating, supervising, and training the staff, except in areas the commander reserves. Staff members inform the COS of any recommendations or information they pass directly to the commander, and of instructions they receive directly from the commander.
Major Leach is a graduate of Charlotte High School located in Punta Gorda, Florida. Since his graduation he has served in the United States Navy’s Submarine Force for over 20 years. He has served three tours onboard US Submarines, one tour as a Naval Instructor and a tour attached to Deep Submergence Unmanned Vehicles Unit. Since his retirement he has been employed in the amusement ride industry as a maintenance technician, safety and training coordinator.
Major Leach has served as Deputy Commander of a Cadet School Squadron, and at Group level he has served as Cadet Programs Officer, Deputy Commander and as a Group Commander prior to accepting the duties and responsibilities of the Chief of Staff.
